description In recent decades university internationalization has accelerated and spread in the Latin American Region. Internationalization is a multifaceted, complex, non-neutral and transversal process to the substantive functions of the university and it is stimulated by promotion and evaluation policies that are thought and developed within broader structural frameworks, which make up a set of habits, pressures and expectations that affect the dynamics of production and dissemination of knowledge. The objective of the article is to understand the internationalization process of public universities in Paraguay, from a situated perspective, identifying their particularities and the stimuli generated by the evaluation, quality and / or accreditation policies and the incidence of regional integration policies based on the construction of institutional structures. The levels of analysis used are national and regional, highlighting one of its dimensions: the relationship between internationalization of higher education and the quality criteria that were institutionalized in the 21st century. The initial hypothesis on which the work is based maintains that the institutionality created at a regional scale has built structures that dispute the meaning of the logic that emerges from the hegemonic internationalization model.

La internacionalización universitaria se ha acelerado y extendido en las últimas décadas en la región latinoamericana. Este proceso de carácter multidimensional, complejo, no neutral y transversal a las funciones sustantivas de la Universidad es estimulado por políticas de promoción y de evaluación que se piensan y desarrollan dentro de marcos estructurales más amplios, que conforman un conjunto de hábitos, presiones y expectativas que inciden en las dinámicas de producción y difusión de conocimiento. El objetivo de este artículo es entender el proceso de internacionalización de las universidades públicas de Paraguay, desde una perspectiva situada, mediante la identificación de sus particularidades y los estímulos que generan las políticas de evaluación, calidad y/o acreditación y la incidencia de las políticas de integración regional a partir de la construcción de estructuras institucionales. Los niveles de análisis empleados son nacional y regional, y se puntualiza en una de sus dimensiones: la relación entre internacionalización de la Educación Superior y los criterios de calidad que se institucionalizaron en el siglo XXI. La hipótesis inicial sobre la que se sustenta el trabajo sostiene que la institucionalidad creada a escala regional ha construido estructuras que disputan sentido a la lógica que emerge del modelo de internacionalización hegemónico. Nas últimas décadas a internacionalização universitária se acelerou e espalhou na Região da América Latina. Este processo de natureza multidimensional, complexa, não neutra e transversal às funções substantivas da universidade é estimulado por políticas de promoção e avaliação pensadas e desenvolvidas em quadros estruturais mais amplos, que constituem um conjunto de hábitos, pressões e expectativas que afetam as dinâmicas de produção e disseminação do conhecimento. O objetivo do artigo é compreender o processo de internacionalização das universidades públicas do Paraguai, a partir de uma perspectiva situada, identificando tanto as particularidades e os estímulos gerados pelas políticas de avaliação, qualidade e / ou credenciamento, quanto a incidência de políticas de integração regional baseadas na construção de estruturas institucionais. Os níveis de análise utilizados são nacionais e regionais, apontando uma das suas dimensões: a relação entre a internacionalização do ensino superior e os critérios de qualidade que se institucionalizaram no século XXI. A hipótese que sustenta o trabalho é a de que a institucionalidade criada em escala regional tem constribuido a construir estruturas que disputam o sentido da lógica que emerge do modelo hegemônico de internacionalização.
