| Sumario: | Although public policies among the different countries seem to display a similar pattern of change, adjustment tools and structural changes, the main source of university funding continues to be the State. Meanwhile, it has modified its way of relating to colleges promoting flexibility in the management of resources, the self-evaluation of institutions and the planning of their tasks. Under the analysis carried out in this paper, the Argentine State based on the innovations of the university financing policy of the 90s, acquires a role of observer and of greater control of the sector. At the same time, national universities make evident a process of Institutional Isomorphism in the face of transformations in their environment, characterized by the force of coercive change, given the high dependence on contributions from the National Treasury. Likewise, the funds allocation through the incentive budget shows a disturbance in the priorities of the pursued policy objectives. When for the initial years of the study, more than half of the funds from special programs had researching destiny, over the course of 17 years, half of the funding was reserved for the objective of university quality. |
