description Although public policies among the different countries seem to display a similar pattern of change, adjustment tools and structural changes, the main source of university funding continues to be the State. Meanwhile, it has modified its way of relating to colleges promoting flexibility in the management of resources, the self-evaluation of institutions and the planning of their tasks. Under the analysis carried out in this paper, the Argentine State based on the innovations of the university financing policy of the 90s, acquires a role of observer and of greater control of the sector. At the same time, national universities make evident a process of Institutional Isomorphism in the face of transformations in their environment, characterized by the force of coercive change, given the high dependence on contributions from the National Treasury. Likewise, the funds allocation through the incentive budget shows a disturbance in the priorities of the pursued policy objectives. When for the initial years of the study, more than half of the funds from special programs had researching destiny, over the course of 17 years, half of the funding was reserved for the objective of university quality.

Si bien las políticas públicas entre los diversos países parecen manifestar un patrón de cambio similar, herramientas de ajustes y cambios estructurales, la principal fuente de financiamiento universitario continúa siendo el Estado. En tanto, este ha modificado su manera de relacionarse con las academias mediante la promoción de la flexibilidad en la gestión de los recursos, la autoevaluación de las instituciones y la planificación de sus tareas. Bajo el análisis realizado en este trabajo, el Estado argentino a partir de las innovaciones de política de financiamiento universitario de los años 90 adquiere un rol de observador y de mayor control del sector.  A su vez, las universidades nacionales evidencian ante las trasformaciones de su entorno un proceso de Isomorfismo Institucional, caracterizado por la fuerza de cambio coercitivo, dada la alta dependencia de los aportes del Tesoro Nacional.  Asimismo, la asignación de fondos por medio del presupuesto por incentivos muestra una alteración en las prioridades de los objetivos de política perseguidos. Cuando para los años iniciales del estudio más de la mitad de los fondos de los programas especiales eran destinados a la investigación, en el transcurso de 17 años la mitad del financiamiento fue reservado a la calidad universitaria. Embora as políticas públicas pareçam mostrar um padrão semelhante de mudança entre os diferentes países, ferramentas de ajuste e mudanças estruturais, a principal fonte de financiamento universitário continua sendo o Estado. Entretando, mudou a forma como se relaciona com as academias, promovendo a flexibilidade na gestão de recursos, autoavaliação das instituições e planejando suas tarefas. A análise realizada neste trabalho, o Estado argentino, baseado nas inovações da política de financiamento universitário dos anos 1990, adquire um papel de observador e de maior controle do setor. Ao mismo tempo as universidades nacionais mostram um processo de Isomorfismo Institucional em face de mudanças em seu ambiente, caracterizado pela força da mudança coercitiva, dada a alta dependência de contribuições do Tesouro Nacional. Além disso, a repartição dos fundos através do orçamento de incentivo revela uma alteração das prioridades dos objectivos políticos prosseguidos.
