The first is to discuss the strategies of the national government in proposing thefigure of the cluster (CL) as a strategy for RTD where different authors warn of the"blurriness" and complexity of it, and that it does not correspond to a successful strategy forsuch a task. The second is to review the conformation of the CLR and what elements andprocesses are taking place in the territory that identify it as a DTR strategy and as a CL.The CLR arises from the concern of dairy farmers in the region due to the complex context ofthe sector in 2008 and the search for policies/subsidies to reduce the risk of losses. Theproposal is carried out by the Provincial Agricultural Services Programme (PROSAP) whichchannels funding for these types of projects through its initiatives, such as the formation ofCL, development or innovation transfer through the Ministry of Agriculture, Livestock andFisheries of the Nation. The national government, through the Ministry of Agriculture,Livestock and Fisheries, proposes the CL with the aim of achieving a certain degree ofdevelopment. The article proposes a qualitative and interpretative methodology that combines primarysources (semi-structured interviews with CLR social actors carried out in 2018 and 2021)with secondary sources (documents, official publications and academic texts). Theinformation obtained from these allowed us to describe, analyse and study the CLR and to beable to discuss whether it is a DTR strategy. The CLR manifests multiple problems withinitself and its poor logistics complicate the idea of a developed region. We asked ourselves,could development strategies be addressed in a rural area with poor infrastructure?

El siguiente trabajo corresponde a un primer acercamiento y discusión bibliográfica sobre el término Desarrollo Territorial Rural (DTR) y los programas aplicados en Argentina en la primera década del 2000, poniendo énfasis en el Clúster Lechero Regional (CLR) y lareconversión de la actividad lechera en el departamento San Cristóbal (Santa Fe) en el período 2008-2018. Nos planteamos dos objetivos, el primero es debatir acerca de las estrategias del gobierno nacional en proponer la figura del clúster (CL) como estrategia de DTR donde diferentes autores advierten de la “borrosidad” y complejidad del mismo, además que no correspondería a una estrategia acertada para dicho cometido. El segundo, por su parte, es revisar la conformación del CLR y que elementos y procesos se estarían dando en el territorio que lo identifican como estrategia de DTR y como CL.El CLR surge ante la preocupación de los productores lecheros de la región debido al complejo contexto del sector del 2008 y la búsqueda de políticas/subsidios para disminuir el riesgo de pérdidas. La propuesta es llevada adelante por el Programa de Servicios Agrícolas Provinciales (PROSAP) el cual canaliza el financiamiento para estos tipos de proyectos a través de sus iniciativas; tales como la conformación de CL, de desarrollo o de transferencia de innovación a través del Ministerio de Agricultura, Ganadería y Pesca de la Nación. El gobierno nacional, a través de dicho ministerio, propone al CL con el propósito de alcanzar cierto grado de desarrollo. El artículo propone una metodología cualitativa e interpretativa que combina fuentes primarias (entrevistas semiestructuradas a los actores sociales del CLR realizadas en 2018 y 2021) con secundarias (documentos, publicaciones oficiales y textos académicos). Lainformación obtenida de estas, nos permitió describir, analizar y estudiar el CLR y poder discutir si este es una estrategia de DTR. El CLR manifiesta múltiples problemáticas en su interior y su escasa logística complica la idea de una región desarrollada.
