Faced with the fact that the town is not formally constituted as a commune, the Hydroelectric stands as one of the fundamental actors in the governance of the territory and resources, in a framework of rapid population growth, a natural environment with high conservation value, and a complex social context. Through an analysis of this complexity, which combined methods such as documentary review, surveys, semi-structured interviews, and a participatory workshop, multiple challenges were identified —although also opportunities— for the cooperative management of the drinking water service in José de la Quintana. The present work sought to generate guidelines to improve the governance of the drinking water service based on participatory planning and co-management, with a view to solving potential collective problems and strengthening the dynamics of the cooperative management of the resource. This enabled to infer the possibility and need to intervene, through the aforementioned institution, in the social, political and administrative fabric of the territory, with the management of the drinking water service as an entry point.

En José de la Quintana, la Hidroeléctrica San José Cooperativa Ltda. es la institución local que brinda el servicio de agua potable a los habitantes comprendidos dentro de su área de influencia. Frente al hecho de que la localidad no está formalmente constituida como comuna, la Hidroeléctrica se erige como uno de los actores fundamentales en la gobernanza del territorio y los recursos, en un marco de rápido crecimiento demográfico, un entorno natural con alto valor de conservación, y un contexto social complejo. Mediante un análisis de esta complejidad, que combinó métodos como la revisión documental, encuestas, entrevistas semiestructuradas, y un taller participativo, se identificaron múltiples desafíos —aunque también oportunidades— para la gestión cooperativista del servicio de agua potable en José de la Quintana. El presente trabajo buscó generar lineamientos tendientes a mejorar la gobernanza del servicio de agua potable basados en la planificación participativa y la cogestión, con vistas a resolver potenciales problemas colectivos y fortalecer la dinámica de la gestión cooperativista del recurso. Ello permitió inferir la posibilidad y necesidad de intervenir, a través de la institución mencionada, en la trama social, política y administrativa del territorio, con la gestión del servicio de agua potable como punto de entrada. Em José de la Quintana, a Hidroeléctrica San José Cooperativa Ltda. é a instituição local que presta serviço de água potável aos habitantes da sua área de influência que representa os habitantes. Perante o facto de a vila não se constituir formalmente como comuna, a Hidroeléctrica assume-se como um dos actores fundamentais na governação do território e dos recursos, num quadro de rápido crescimento populacional, ambiente natural com elevado valor de conservação, e um contexto social complexo. Através de uma análise desta complexidade, que combinou métodos como revisão documental, pesquisas, entrevistas semi-estruturadas e uma oficina participativa, foram identificados múltiplos desafios -mas também oportunidades- para a gestão cooperativa do serviço de água potável em José de la Quintana . O presente trabalho buscou gerar diretrizes para melhorar a governança do serviço de água potável em José de la Quintana com base no planejamento participativo e na cogestão, com vistas a resolver possíveis problemas coletivos e fortalecer a dinâmica da gestão cooperativa do recurso. Isto permitiu inferir a possibilidade e necessidade de intervir, através da referida instituição, no tecido social, político e administrativo do território, tendo como porta de entrada a gestão do serviço de água potável.
