Análisis de caso: Polo Centro Este Recchia, Josefina Política pública Producción Audiovisual Acceso Fomento Federal Public policy Audiovisual Production Access Promotion Federal In 2010 the Government implemented the Polos Audiovisuales Tecnológicos (Technological Audiovisual Hubs) program, a federal public policy based on partnership between groups with the aim of giving professional status to the audiovisual sector in the provinces, thus bridging the gap with the capital of the country. The program proposed to democratize the access to the TV production as well as consumption, generating content of different nature, but as a marked cultural bias that reflected the identities of each region, creating an important audiovisual archive. Carried out by the Ministry of Planning and the National Inter-University Council it aimed at generating a system of production which will not require any subsidy in the medium term. Due to administrative, communicative and supportive reasons related to the sustainability of the Programme, this was once interrupted because of the State withdrawal, affecting not only the completion of all the selected projects but also the necessary continuity for the permanent implementation of this system. En el año 2010 el Gobierno implementó el Programa Polos Audiovisuales Tecnológicos, política pública federal basada en la asociatividad entre colectivos con el objetivo de profesionalizar el sector audiovisual en las provincias, acortando de esta manera la brecha con entre estas y la capital de nuestro país. El Programa se propuso democratizar el acceso a la producción así como también aumentar la oferta de productos televisivos en todo el país, a partir de la promoción de contenidos de diversa índole con un marcado sesgo cultural que diera cuenta de las identidades propias de cada región, conformando a su vez, un importante banco de archivos audiovisuales. El plan fue llevado adelante por el Ministerio de Planificación y el Consejo Interuniversitario Nacional y apuntaba a generar un sistema de producción que a mediano plazo lograra autonomía del apoyo estatal. Por razones administrativas, de comunicación y económicas el Programa se interrumpió una vez que el Estado se retiró, no logrando la finalización de gran parte de los proyectos seleccionados, ni una continuidad del mismo.
