description Mendoza is a medium-sized city that has gone through different stages of urban-habitational configuration, mainly in the west area which functions as an expanding sector and growth area of popular neighborhoods autourbanized. A synthesis of the current and historical processes is developed about the three popular neighborhoods (Flores, San Martín and Barriada La Favorita) that date back 80 years and are the first settlements in the piedmont of Mendoza. For this purpose, four moments are identified: 1. origin; 2. strengthening; 3. consolidation and 4. Government intervention (21st century). The study is organized based on: forms of neighborhood organization; adaptation to the territorial context and linkage with the local government (economically and sociopolitically). In the last stage, direct and indirect instruments utilized by the government (focusing on public policies) for settlement urbanization are analyzed by its creation and consolidation in the 20th century. Results show an heterogeneous trayectory between neighborhoods according to the state relationship from the operations that promote processes of expulsion, eviction and re-occupation of inhabitants. The municipal intervention with the greatest incidence and transformation is from 2006 onwards, from a regularizing approach that executes urbanization programs in order to formalize and integrate the neighborhoods into the consolidated urban pattern.

La ciudad intermedia de Mendoza ha estado atravesada por diferentes etapas de configuración urbano habitacional, principalmente en el área oeste, sector de expansión de la ciudad y crecimiento de barrios populares autourbanizados. Se desarrolla una síntesis de los procesos actuales e históricos de tres barrios populares (Flores, San Martín y Barriada La Favorita) que datan de 80 años de existencia y son los primeros asentamientos en el piedemonte de Mendoza. Para ello, se identifican cuatro momentos: 1. origen; 2. afianzamiento; 3. consolidación y 4. intervención estatal (siglo XXI). El estudio se organiza en base a: las formas de organización barrial, adaptación al contexto territorial y vinculación con el Estado local (desde la gestión socio habitacional, política y económica). En la última etapa se analizan los instrumentos directos e indirectos utilizados por el Estado (haciendo hincapié en las políticas públicas) para la urbanización de los barrios a partir de su conformación y consolidación en el siglo XX. Los resultados arrojan una trayectoria heterogénea entre barrios, según la relación estatal establecida desde las operatorias que promueven procesos de expulsión, desalojo y reocupación de habitantes. Los tres barrios se desarrollaron de manera autónoma, pero se observa que existen ejes comunes de auto urbanización y construcción de poder con base barrial. La intervención municipal con mayor incidencia y transformación es del 2006 en adelante, desde un enfoque regularizador que ejecuta programas de urbanización con el fin de formalizar e integrar los barrios a la trama urbana consolidada.
