Sumario:The article describes the urban planning agreements (UPA) signed between 2011 and 2021 by the Municipal Executive Department (MED) of the city of Santa Fe, Argentina, with natural and / or legal persons who own land by virtue of which the local State recovers partially the urban surplus-value that it generates. To diagnose whether the UPA have redistributed benefits to society, the manifestations of such recovery (money, construction materials, land, services), the location of the UPA “generating events” and the works carried out with the resources raised are characterized. The source of information is made up of the thirty-two UPA approved by the Municipal Council in the period. The results of the research report that, although the resources obtained contribute to financing the construction of collective equipment in neglected areas of the city, the MED applies UPA in a vast majority of cases where landowners process the exception to urban regulations provisions after have infringed them. By not capturing the appreciation arising from real estate projects located near urban centers or socially valued natural landscapes, the scope of the instrument is distorted and the reduction of socio-spacial inequalities is not deepened.
