To diagnose whether the UPA have redistributed benefits to society, the manifestations of such recovery (money, construction materials, land, services), the location of the UPA “generating events” and the works carried out with the resources raised are characterized. The source of information is made up of the thirty-two UPA approved by the Municipal Council in the period. The results of the research report that, although the resources obtained contribute to financing the construction of collective equipment in neglected areas of the city, the MED applies UPA in a vast majority of cases where landowners process the exception to urban regulations provisions after have infringed them. By not capturing the appreciation arising from real estate projects located near urban centers or socially valued natural landscapes, the scope of the instrument is distorted and the reduction of socio-spacial inequalities is not deepened. El artículo describe los convenios urbanísticos (CU) celebrados entre 2011 y 2021 por el Departamento Ejecutivo Municipal (DEM) de la ciudad de Santa Fe, Argentina, con personas físicas y/o jurídicas propietarias de inmuebles, en virtud de los cuales el Estado local recupera parcialmente la plusvalía urbana que genera. Procurando diagnosticar si los CU han redistribuido beneficios para la sociedad, se caracterizan las manifestaciones de tal recupero (dinero, materiales para la construcción, suelo, servicios), la localización de los “hechos generadores” de CU y las obras realizadas con los recursos captados. La fuente de información la constituyen los treinta y dos CU aprobados por el Concejo Municipal en el período. Los resultados de la investigación informan que, si bien los recursos obtenidos contribuyen a financiar la construcción de equipamiento colectivo en áreas postergadas de la ciudad, el DEM aplica CU en una amplia mayoría de casos donde los propietarios de suelo tramitan la excepción a disposiciones de normativa urbanística luego de haberlas infringido. Queda sin captarse la valorización surgida de proyectos inmobiliarios localizados en cercanías a centralidades urbanas o a paisajes naturales socialmente valorados, desvirtuándose así los alcances del instrumento y no profundizándose la reducción de las inequidades socioespaciales.
