Sumario:The text discusses what happened in a process of political transformation of municipalities, rural until recently, which are being incorporated into the sphere of influence of a metropolitan urban center and in which the transformations in the exercise of community citizenship are expressed. This phenomenon is observed in a context of concurrence of two events: the growth of the urban area of the capital city of the state of Oaxaca and the implementation of cultural diversity recognition policies in this southern political entity of Mexico. The analysis of this situation shows the complexity of intercultural relations and the dilemmas faced by the implementation of recognition policies.
