The Primary Care Units adoption rate was 25%, and the adoption rate among professionals was 80%. We identified three themes related to adoption and we found that organizational factors are challenges that health professionals face when they implement collective actions in PHC but were not inherent factors in adopting VAMOS. Still, they were not inherent factors in adopting VAMOS. Therefore, the VAMOS Program can be offered as a new health promotion methodology in PHC settings.
