It deals on the one hand with persons from a directly affected population, on the other hand with the indirectly affected persons from intervention groups. The effect of a critical event alsoon physically not injured people and their consequent needs is shown. The author also elaborates the demands coming out of that and how a psycho-social understanding of stress can lead to an adequate concept of primary and secondary psycho-social prevention. The body – mind reactions of the affected persons stress originate in resource- disequilibrium of individuals (also biologically) and communities. As the reactions are very disturbing they call for immediate support by the community, peers. Whoever it is they need not to be trained psychologists, because their job is not to treat pathologies, but to assist or care for individuals or groups with normal and natural reactions due to a critical incident or a catastrophe. The article elaborates how the last ten years have slowly led to a consensus in Germany between all the implied professional groups. Today the concept enables the responsible structures to plan according to a scientific community psychology understanding, the assistance for the needs and demands during and after emergencies. Working with peers is in order to lower the threshold for help seeking by the people, who suffer. In a nutshell it is a sort of crisis intervention which deals with the stress due to a sudden and unexpected event. The goal is self-empowerment of individuals and communities so that they can bounce back and return as fast as possible to an independent, autonomous and meaningful life.

Es un concepto holístico y comunitario. Se ocupa de un lado de los afectados directos en una población, como tambien de los equipos de intervención en caso de catástrofes, los afectados indirectos. Se demuestra lo que afecta a sobrevivientes de eventos críticos no heridos fisicamente y sus necesidades. Tambien se elaboran las demandas derivadas, y como una comprensión psicosocial del estrés puede llevar a un concepto adecuado de prevención psicosocial primaria y secundaria.  Las reacciones fisico-mentales de afectados surgen desde un desequilibrio de recursos comunitarios y individuales (también biológicos). Como las reacciones estan muy perturbadoras activan inmediatemente personas de la comunidad para ayudar, pares. Lo esencial es que no necesitan ser psicólogos formados, porque su papel no es tratar a patologías, sino dar asistencia o sostén a individuos o grupos con reacciones normales y naturales sufriendo por un evento crítico o una catastrofe.  Se elabora como en los ultimos diez anos en Alemania se ha establecido un consenso de todas las profesiones involucradas. El concepto da hoy la posibilidad de planificar con una base cientifica comunitaria una asistencia basada en las necesidades y las demandas en y después de eventos críticos. El concepto de trabajar con pares es para bajar el umbral de buscar ayuda por parte de los afectados. En un nucleo es una intervención en crisis que se ocupa del estrés debido al evento repente e inesperado. La meta es el autoempoderamiento de individuos y comunidades de modo que puedan retomar lo más rapido posible su vida independiente, sensata y autogestionada. «Apoio psicossocial em emergências» (“PSSiE”) é a tradução do termo alemão «psychosozialeNotfallversorgung» criado por uma equipa de investigação em psicologia comunitária. É um conceito holístico de comunidade. Lida com os sujeitos diretamente afetados em uma população e também, em caso de catástrofes, com as equipes de intervenção que são os sujeitos indiretamente afetados. Mostra aspectos que dizem respeito aos sobreviventes de eventos críticos que não foram fisicamente danificados e às suas necessidades. Demandas derivadas também são elaboradas e explica como a compreensão do estresse psicossocial pode levar a um conceito adequado de prevenção psicossocial primária e secundária. As reações físicas mentais dos indivíduos afetados surgem de um desequilíbrio entre os recursos da comunidade e individuais (também biológicos). Como as reações são muito perturbadoras, eles imediatamente ativam os membros da comunidade, os colegas, para ajudar. Eles não precisam ser psicólogos qualificados, uma vez que sua função não inclui o tratamento de patologias, mas sim o apoio ou assistência a grupos ou indivíduos em reações normais e naturais ao sofrer devido a um evento crítico ou uma catástrofe. Também é mostrado como o consenso foi alcançado na Alemanha entre todas as profissões envolvidas. Hoje, o conceito possibilita a possibilidade de planejar o suporte com base nas necessidades e demandas durante e após eventos críticos com base científica comunitária. O conceito de trabalhar com colegas reduz o limite dos indivíduos afetados de buscar ajuda. Em um núcleo, é uma intervenção em crise que lida com o estresse devido a um evento repentino e inesperado.
