This work aims to analyze the educational policy of subsidizing privately managed education in Catamarca, one of the 24 jurisdictions that make up the map of Argentina. Based on the contributions of Oscar Oszlak, we will address the role of the state in this field from the micro, meso and macro levels. In its federal configuration, the country's educational policy proposes general guidelines at the national level that acquire particularities in each jurisdiction; in this case, we designate the jurisdiction as meso level. The provincial state subsidizes the private educational subsystem 100%, this covers the salaries of teachers, teaching assistants, management staff and psycho-pedagogical teams, established legally since 1978, this has favored a gradual growth of enrollment in the private sector, action that is complemented by the policy of free student tickets, delivery of books and more recently with the contribution of the national State to families through educational vouchers. We intend to analyze the role of the national and provincial states in the dichotomy of supply subsidy and demand subsidy. To do this we start from a life story, then we will proceed to the reading and interpretation of legal instruments that allow us to access the normative configuration of public policies: National Education Law 26206; Private Education Law No. 3387 and Resolution 61/24. With this work we aspire to contribute to the field by providing knowledge about the relationships, complementarities and contradictions of Argentine educational policy at the aforementioned levels at a time when the debate around the supply subsidy or the demand subsidy for education is updated private management education. |

Este trabajo tiene como objetivo analizar la política educativa de subvención a la educación de gestión privada en Catamarca, una de las 24 jurisdicciones que componen el mapa de Argentina. Basadas en los aportes de Oscar Oszlak, abordaremos el rol del estado en este campo desde los niveles micro, meso y macro. En su configuración federal, la política educativa del país propone lineamientos generales a nivel nacional que adquieren particularidades en cada jurisdicción, en este caso designamos nivel meso a la jurisdicción. El estado provincial subvenciona al 100% el subsistema de educación privada, esto cubre los salarios de docentes, auxiliares docentes, personal directivo y equipos psicopedagógicos. Establecido legalmente desde el año 1978, ello ha favorecido un paulatino crecimiento de la matriculación en el sector privado, acción que es complementada con la política de boleto estudiantil gratuito, entrega de libros y más recientemente con el aporte del Estado nacional a las familias a través de los vouchers educativos. Pretendemos analizar el rol del estado nacional y el provincial en la dicotomía de subsidio a la oferta y subsidio a la demanda. Para ello partimos de un relato de vida, luego se procederá a la lectura e interpretación de instrumentos legales que nos permitan acceder a la configuración normativa de las políticas públicas: Ley Nacional de Educación 26206; Ley de Educación Privada Nº 3387 y Resolución 61/24. Con este trabajo, aspiramos a contribuir al campo aportando conocimiento sobre las relaciones, complementariedades y contradicciones de la política educativa argentina en los niveles mencionados en momentos en los que se reactualiza el debate en torno al subsidio a la oferta o el subsidio a la demanda para la educación de gestión privada.
