Until recently, only Finland had a Future Commission in parliament. This public policy began to be replicated in different countries, which has meant creating spaces for an institutional framework for prospective studies, either under the executive or under parliament. Chile, through the Senate's Future Commission, resumed in 2022 the idea begun in 2012, of providing the country with the capacity to anticipate and collectively manage the future, housed in the institutional structure. This objective was led by the Future Commission of the Chilean Senate, which convened a multidisciplinary working group, where former ministers, regional governors, foresight experts, former presidents and international directors of foresight units participated, with the aim of enriching the discussion. . The table met for approximately 8 months, culminating with a proposed bill that proposes a prospective institutional framework. Although the executive's support for this project is still in progress, this document presents the major milestones of this process and shares reflections and experiences in relation to the most relevant topics, such as the urgent need for political support, the commitment of the members of the table, the international and national experience, the determination of the objectives, purposes and type of institutionality, among others. |

La falta de valoración del pensamiento de futuro en la gestión pública, ha significado muchas veces, que decisiones relevantes para la sociedad, hayan sido objeto de efectos inesperados, políticas públicas fallidas o cursos de acción erráticos, entre otras consecuencias no deseadas. Hasta hace un tiempo, solo Finlandia poseía una Comisión de Futuro en el parlamento. Esta, política pública comenzó a ser replicada en distintos países, lo que ha significado crear espacios para una institucionalidad de estudios prospectivos, ya sea al alero del ejecutivo o bajo el parlamento. Chile, a través de la Comisión del Futuro del Senado, retomó en el 2022, la idea iniciada el 2012, de dotar al país de una capacidad de anticipación y gestión colectiva del futuro, alojada en la orgánica institucional. Este objetivo, fue liderado por la Comisión de Futuro del Senado chileno, que convocó a una mesa de trabajo multidisciplinar, donde participaron exministros, gobernadores regionales, expertos en prospectiva, expresidentes y directivos internacionales de unidades de prospectiva, con el objetivo de enriquecer la discusión. La mesa sesionó por aproximadamente 8 meses, culminando con una propuesta de proyecto de Ley que propone una institucionalidad prospectiva. Si bien el respaldo por parte del ejecutivo a este proyecto se encuentra aún en curso, este documento presenta los mayores hitos de este proceso y se comparten reflexiones y experiencias en relación a los tópicos más relevantes, tales como, la imperiosa necesidad del respaldo político, el compromiso de los integrantes de la mesa, la experiencia internacional y nacional, la determinación de los objetivos, fines y tipo de institucionalidad, entre otros.
