Sumario:Much has been written when formulating proposals for the improvement of the State's capabilities, its role and the link that, as an instance of strategic orientation and social articulation, it must develop with market and civil society actors. This evolution in thought and action occurred strongly from the very installation of the hierarchical-Weberian paradigm and its bureaucratic management model, but it became evident in a more accelerated manner, especially from the 80s to this point. Having gone through strong processes of structural reforms, the need for institutional reconstruction on new ideological-conceptual bases and new management models and technologies that allow improving state capacities for problem-solving is once again evident. The need to improve the processes of formulation and execution of public policies implies not only having adequate conceptual frameworks, but also having appropriate management technologies to have reasonable chances of success. A historical overview of the topic allows us to visualize that, over time, public and private organizations have developed various management technologies aimed at improving their products and processes, within the framework of greater involvement of civil society in public actions. It should be noted that participatory strategic planning based on strategic foresight and a shared vision of the future is the most appropriate management technology for this ideological conception of the public, because it is based on the participation of all actors in a sector or organization. These, under the coordination of the State, carry out the systematic analysis and identification of the gap between a situation required in the future (vision, mission, values, strategic axes and objectives) and a current situation (strengths and weaknesses), taking into account prospectively most likely future scenarios (opportunities and threats) and participatively promoting the development of policies, plans and actions aimed at transforming what we have into what we want (goals). All of this is done collectively, generating a shared vision of the future as a final product. This article summarizes the application of the before mentioned concepts to the Strategic Plan for Science, Innovation and Technology (PECIT) 2030, project carried out between November 2022 and April 2023 for the Province of Santiago del Estero, Argentina
