And on the other, the environmental meanings used by the government's discourse about renewable energies and the energy transition. In our country, close to half of the grains planted are destined for agro-industrial plants for oil, milling or biofuel production. The province of Córdoba is the main producer of corn-based bioethanol in Argentina, with three large companies: Promaiz SA (Alejandro Roca), ACABIO (Villa María) and Bioetanol Río Cuarto S.A.- Bio4 (Río Cuarto). After the approval of Provincial Law No. 10721, various programs were implemented with the purpose of continuing to encourage this production and enhance biodiesel production. To carry out this research, we deployed various qualitative and quantitative methodological strategies such as documentary and bibliographic review, selection of journalistic news and institutional communication portals, analysis of data on the production of biofuels available on the page of the Secretariat of Energy of the Nation and discourse analysis. The results we have reached show us an active role of the provincial government in promoting and sanctioning this "State policy", discursively aligning itself with international discourses on climate change and energy transition.

En el presente artículo analizaremos por un lado, el contexto político, social y económico que construyeron la cuestión de la producción de biocombustibles como asunto público, que lleva al gobierno de la provincia de Córdoba a presentar y sancionar la Ley Provincial N° 10721 de Promoción y Desarrollo para la Producción y Consumo de Biocombustibles y Bioenergía (2020). Y por otro, las significaciones ambientales utilizadas por el discurso del gobierno acerca de las energías renovables y la transición energética. En nuestro país, cerca de la mitad de los granos sembrados son destinados a plantas agroindustriales para aceite, molienda o producción de biocombustibles. La provincia de Córdoba es la principal productora de bioetanol a base de maíz de Argentina, contando con tres grandes empresas: Promaiz SA (Alejandro Roca), ACABIO (Villa María) y Bioetanol Río Cuarto S.A.- Bio4 (Río Cuarto). Luego de la sanción de la Ley Provincial N° 10721 se implementaron diversos programas con el propósito de seguir incentivando esta producción y potenciar la producción de biodiesel. Para llevar a cabo esta investigación desplegamos diversas estrategias metodológicas cualitativas y cuantitativas como revisión documental y bibliográfica, selección de noticias periodísticas y portales de comunicación institucional, análisis de datos sobre la producción de biocombustibles disponibles en la página de la Secretaría de Energía de la Nación y análisis de discurso. Los resultados a los que hemos llegado nos muestran un rol activo del gobierno provincial al promover y sancionar esta “política de Estado”, alineándose discursivamente con los discursos internacionales sobre el cambio climático y la transición energética.
