The analysis of public policies constitutes a topic that, traditionally, aroused a marked interest within specialized sectors and that, for this reason, early on, motivated different theoretical and methodological proposals. Inscribed in this trend, the tools of institutional grammar represent a relatively recent contribution, in which the study focuses, strictly, on the examination of the textual components of the expressions of public policies. Although, in recent years, this approach has received greater attention within the pertinent field, the different aspects involved in its implementation still admit higher levels of inquiry. Considering this and contemplating the possibility of applying this technique to the textual analysis of public policies in the Argentine institutional scenario, in this work, a tour of the main aspects of the theoretical and conceptual development of the institutional grammar model is carried out and a series of specific proposals are formulated for its implementation based on the examination of selected instruments of provincial public policy. |

El análisis de las políticas públicas constituye un tema que, tradicionalmente, despertó un marcado interés dentro de los sectores especializados y que, por tal razón, tempranamente, motivó diferentes propuestas teórico-metodológicas. Inscripta en esa tendencia, las herramientas de la gramática institucional representan un aporte relativamente reciente, en el cual el estudio se centra, estrictamente, en el examen en los componentes textuales de las expresiones de políticas públicas. Si bien, en los últimos años, este planteo recibió una mayor atención dentro del campo pertinente, los diferentes aspectos implicados en su implementación aún admiten mayores niveles de indagación. Considerando ello y teniendo en cuenta la posibilidad de aplicar esta técnica al análisis textual de las políticas públicas en el escenario institucional argentino, en este trabajo se efectúa un recorrido por los principales aspectos del desarrollo teórico y conceptual del modelo de la gramática institucional y se formulan una serie de sugerencias específicas para su implementación a partir del examen de instrumentos de política pública provincial seleccionados. A análise de políticas públicas constitui um tema que, tradicionalmente, despertou um interesse marcante nos setores especializados e que, por isso, desde cedo motivou diferentes propostas teórico-metodológicas. Inscritos nessa tendência, os instrumentos gramaticais institucionais representam uma contribuição relativamente recente, em que o estudo está estritamente voltado para o exame dos componentes textuais das expressões das políticas públicas. Embora, nos últimos anos, esta abordagem tenha recebido maior atenção dentro do campo relevante, os diferentes aspectos envolvidos na sua implementação ainda admitem maiores níveis de investigação. Considerando isso e tendo em conta a possibilidade de aplicar esta técnica à análise textual de políticas públicas no cenário institucional argentino, este artigo revisa os principais aspectos do desenvolvimento teórico e conceitual do modelo de gramática institucional e formula uma série de sugestões específicas para sua implementação com base no exame de instrumentos de política pública provincial selecionados.
