The chapter extracts evidence-based lessons from a study carried out for the World Bank in Moscow (Shulga et al., 2017), looking specifically for PB methods to strengthen the focus of social protection in PB programmes, primarily with regard to social inclusion and meeting the needs of disadvantaged and vulnerable groups in Russia’s existing PB practices. Nevertheless, the case studies selected and referred to in this chapter are of interest for other regions and contexts. En este trabajo se explora críticamente cómo y en qué medida el presupuesto participativo (PP) contribuye a garantizar que los grupos socialmente excluidos y desfavorecidos participen y se beneficien de los proyectos financiados, considerando que esta participación no se traduce necesariamente en la selección de sus proyectos. Se recuperan los resultados de un estudio realizado para el Banco Mundial en Moscú, en la búsqueda de métodos que fortalezcan el enfoque de protección social en los programas de PP existentes en Rusia, principalmente en lo referido a la inclusión y satisfacción de necesidades de grupos vulnerables. Más allá de su inscripción geográfica, consideramos que estos casos pueden resultar de interés para otras regiones y contextos.
