Their magnitude valued the role of the States and of public interventions in the face of the emergency. In Argentina, the national government played a leading role, but this should not obscure the attention to the actions carried out by the sub-national levels, especially the municipalities. We will focus on Gran Buenos Aires, a metropolitan area where the virus spread rapidly and where living conditions made it difficult to comply with protection measures. In this context, the work of the municipal governments of the region was a key piece of the machinery of state action against Covid-19. However, as we will show throughout this work, the local initiatives is explained in a framework of multilevel interjurisdictional action and articulation with territorial social organizations, based on knowledge and experiences of the environment, which show open and dynamic capabilities, nodal for smart governance. The analysis presented is based on two surveys, one developed between 2018 and 2019 dedicated to building a panoramic of the Gran Buenos Aires municipalities and the second, deployed between the months of July and November 2020, focusing on local initiatives and transformations in the context of a pandemic.   Las políticas desarrolladas frente a la pandemia valorizaron el papel de los estados, en todos sus niveles. Este artículo se interesa por la labor de los gobiernos locales en este campo, desde la perspectiva de las capacidades estatales existentes para desarrollar una gobernanza inteligente de la crisis. Enfoca en los municipios del Gran Buenos Aires, área metropolitana donde la acción de los gobiernos municipales resultó una pieza clave de la maquinaria de acción estatal frente al Covid.El análisis de las acciones implementadas muestra que el despliegue local de las iniciativas se explica en un marco de acción interjurisdiccional multinivel y de articulación con lasorganizaciones sociales territoriales, apoyándose en saberes y experiencias desarrolladas previamente, que evidencian la puesta en juego de capacidades más abiertas y dinámicas, nodales para la gobernanza inteligente.
