D'Eramo, Daniel Key words: Policy change - State organizations – Evidence-based decision – Policy research models Cambio en las políticas públicas - Organizaciones estatales- Decisión basada en evidencia - Modelos de investigación en Políticas In this work, four theses suggested by the situation of Argentina under the COVID-19 pandemic are developed, which could enable analysis compared to other countries in the region. he first argues that the pandemic is offered as an invitation to think and analyze the dynamics of change in public policies in light of existing frameworks and theories. In the second, there is a need to build a more real knowledge about the heterogeneous functioning of our bureaucracies (national, sub-national and local) impacted by neoliberal reforms and about which little is known. The third proposes to deepen, from a critical and situated perspective, the place and recognition of the evidence-based public policy model (MPBE). Finally, and derived from the above, it is argued about the need to advance in producing knowledge related to the models in which our state organizations articulate knowledge about public problems and solutions to public policies. En este trabajo se desarrollan cuatro tesis sugeridas por la situación de una Argentina bajo la pandemia COVID-19, que pueden contribuir a pensar agendas de investigación centrada en estudios de caso y en análisis comparado. En la primera se argumenta que la pandemia se ofrece como una invitación a pensar y analizar las dinámicas del cambio en las políticas públicas a la luz de marcos y teorías existentes, surgidas a raíz de insuficiencias atribuidas a la heurística por etapas. En la segunda se plantea la necesidad de construir mayor conocimiento empírico sobre el funcionamiento heterogéneo de nuestras burocracias provinciales y principalmente municipales, impactadas de manera diversa por las reformas neoliberales. La tercera propone presentar desde una perspectiva crítica y situada, el modelo de política pública basado en evidencia (MPBE) y el lugar que ocupó en la gestión de la pandemia en Argentina. Finalmente y derivada de la anterior, se argumenta sobre la necesidad de avanzar en la producción de conocimiento referido a los modelos en que nuestras organizaciones estatales articulan el conocimiento sobre los problemas públicos y la formulación de políticas orientadas a resolverlos.
