The article synthesizes diverse observations in the autumn of 2020 on the municipal subnational action in Chile to contain the Covid-19 pandemic, corroborating the protagonism and proactivity of the municipalities, the bad perception in surveys of the absent regional governments that in Chile are a central delegation without autonomous revenues. The municipal management combined immediate action with protests to demand quarantines and greater aid from the central government that maintained a successful speech until the June crisis that meant the departure of the Minister of Health due to the dark handling of data and the multiplication of contagions especially in the Santiago Metropolitan Region. The municipal action for confinement, social-food assistance, support for local trade, sanitation of public spaces is described. The high centralization of information from the national media in the right-wing mayor of Santiago and the trivialization of some measures are discovered. However, in an opinion test of 600 cases in communes of the Greater Concepción, municipal management and social organizations are valued, leaving the national government with a mediocre evaluation and a poor rating for regional governments, whose action is also unknown.

El artículo sintetiza diversas observaciones en el otoño del 2020 sobre la acción subnacional municipal en Chile para contener la pandemia Covid-19, corroborando el protagonismo y proactividad de los municipios, la mala percepción en encuestas de los ausentes gobiernos regionales que en Chile siguen siendo una delegación central sin rentas autónomas y la fuerte centralización mediática de la gestión en la pandemia agravada por el alto centralismo. La gestión municipal leyó la gravedad de la crisis y abogópor acciones decididas con mayor claridad del Gobierno de Piñera, combinando acción inmediata con protestas para exigir cuarentenas y mayor ayuda a un Gobierno central que mantuvo un discurso exitista hasta la alta crisis sanitaria significó la salida del Ministro de Salud. Se describe la acción municipal pro confinamiento, asistencia social-alimentaria, apoyo al comercio local, sanitización de espacios públicos. Se descubre la alta centralización de la información de los medios nacionales en alcaldes sobre todo de centro derecha y la invisibilización de otros municipios y regiones. El estudio se enriquece con encuestas en comunas del Gran Concepción donde se valora la gestión municipal y de las organizaciones sociales, quedando con mediocre evaluación el gobierno nacional y una baja calificación a los gobiernos regionales los que sólo desde el 2021 eligen gobernadores y no tienen rentas autónomas. Finalmente, se exploran líneas de acción postpandémica en reactivación económica sugeridas por el BID y aplicadas a los desafíos subnacionales.
