Said regime knew how to stay in power for 50 years, alternating power with his wife and other members of his party, which knew how torecover power after military governments, changes of party sign, knew how to win an election after the Federal Intervention of the year 1993. Its abrupt end took place in 2004 through the Federal Intervention by Pablo Lanusse, ordered during the presidency of Néstor Carlos Kirchner. Nor should it be forgotten that Kirchnerism harshly criticized the neoliberal measures adopted by the government of Carlos Menem, trying to achieve a maximum differentiation with the Menemist model, Kirchnerismo adopted a series of measures aimed at the nationalization of privatized companies and the expansion of thestate and public spending. In this national context of transition from a neoliberal government to another of a social market economy, Juarismo chose to support Menemism electorally, thus demonstrating its alignment with neoliberal policies favorable to large business groups operating in the province. Throughout the following work, an attempt will be made to answer the following questions raised by the relationship between subnational governments and companies. How were these relationships between subnational governments and companies generated? How were the companies linked to this subnational authoritarian regime? How do these links affect subnational citizens? What is the mechanism by which these companies spuriously benefit from these agreements? For this, a qualitative investigation was used where the interviews with qualified informants were used as the primary source of data.

En la provincia de Santiago del Estero, Argentina, gobernó hasta el año 2004 un régimen autoritario subnacional conocido como “Juarismo”, por la adjetivación del apellido de quien fuera cinco veces gobernador de la provincia. Dicho régimen supo mantenerse en el poder por 50 años alternando el poder con su esposa y otros miembros de su partido, el cual supo recuperar el poder luego de gobiernos militares, cambios de signo partidario, supo ganar una elección luego de la Intervención Federal del año 1993. Su abrupto final tuvo lugar en el año 2004 mediante la Intervención Federal a cargo de Pablo Lanusse, ordenada durante la presidencia de Néstor Carlos Kirchner. Tampoco se debe olvidar que el kirchnerismo criticó duramente las medidas neoliberales adoptadas por el gobierno de Carlos Menem, tratando de lograr una máxima diferenciación con el modelo menemista, el kirchnerismo adoptó una serie de medidas tendientes a la nacionalización de las empresas privatizadas y a la expansión del estado y del gasto público. En este contexto nacional de transición de un gobierno neoliberal a otro de economía social de mercado, el juarismo optó por apoyar electoralmente al menemismo demostrando así su alineamiento con las políticas neoliberales favorables a los grandes grupos empresarios que operaban en la provincia. A lo largo del siguiente trabajo se intentará dar respuesta a los siguientes interrogantes planteados por la relación entre gobiernos subnacionales y empresas ¿Cómo se generaron estas relaciones entre gobiernos subnacionales y empresas? ¿De qué modo se vincularon las empresas con dicho régimen autoritario subnacional? ¿De qué manera afectan dichos vínculos a los ciudadanos subnacionales? ¿Cuál es el mecanismo por el que se benefician espuriamente estas empresas con estos acuerdos? Para ello se recurrió a una investigación cualitativa donde se utilizó como fuente primaria de datos las entrevistas a informantes calificados.
