description The beginning of the XXI century was marked by consolidation and expansion of the South South Cooperation (SSC) programs, arousing interest in the international community. Some emerging countries stood out in this phenomenon, such as Brazil, whose international cooperation programs focused primarily on disseminating successful social policies in the national territory. In this scenario, this article aimed to analyze in depth the particularities and domestic results of a Brazilian public policy - the Program for the Acquisition of Food from Family Agriculture (PAA), of Zero Hunger - which helped to transform Brazil into a global reference in the fight against hunger and which opened the opportunity to influence on the agenda of International Cooperation for Development in this field. Based on a descriptive approach and a literature review, it was identified that aspects such as strong involvement of the State and local Civil Society, among others, were determinant for the differentiated results of such program in the fight against rural poverty and food insecurity. The Brazilian results correspond to what, for decades, traditional international cooperation programmes have sought to promote in other developing countries. Thus, it is hoped that this work will contribute to discussions on the direction of changes in International Development Cooperation (IDC) programmes in the field of rural development and Food and Nutrition Security (SAN).

El comienzo del siglo XXI se caracterizó por la consolidación y expansión de los programas de Cooperación Sur-Sur (CSS), despertando un gran interés en la comunidad internacional. Algunos países emergentes se destacaron en este fenómeno, como Brasil, cuyos programas de cooperación internacional se centraron principalmente en la difusión de políticas sociales exitosas en el país. En este escenario, este artículo tuvo como objetivo analizar en profundidad las particularidades y los resultados internos de una política pública brasileña - el Programa de Adquisición de Alimentos de la Agricultura Familiar (PAA), del Hambre Cero - que contribuyó a transformar a Brasil en una referencia mundial en la lucha contra el hambre y que abrió la oportunidad de centrarse en la agenda de la Cooperación Internacional para el Desarrollo en este ámbito. Sobre la base de un enfoque descriptivo y un examen de la literatura, se determinó que aspectos como la fuerte participación del Estado y la sociedad civil local, entre otros, eran determinantes para los resultados diferenciados de ese programa en la lucha contra la pobreza rural y la inseguridad alimentaria. Los resultados brasileños corresponden a lo que, durante décadas, los programas tradicionales de cooperación internacional han tratado de promover en otros países en desarrollo. Así pues, se espera que esta labor contribuya a los debates sobre la dirección de los cambios en los programas de cooperación internacional para el desarrollo en el ámbito del desarrollo rural y la seguridad alimentaria y nutricional.  O início do século XXI foi marcado pela consolidação e expansão dos programas de Cooperação Sul Sul (CSS), despertando grande interesse da comunidade internacional. Alguns países emergentes se destacaram neste fenômeno, como foi o caso do Brasil, cujos programas de Cooperação Internacional voltaram-se, fundamentalmente, para difusão de políticas sociais exitosas no território nacional. Neste cenário, este artigo teve como objetivo analisar em profundidade as particularidades e os resultados domésticos de uma política pública brasileira - o Programa de Aquisição de Alimentos da Agricultura Familiar (PAA), do Fome Zero – que ajudou a transformar o Brasil  em referência global no combate à fome e que lhe abriu a  oportunidade de incidir sobre a agenda da Cooperação Internacional para o Desenvolvimento neste campo. A partir de uma abordagem descritiva e de revisão de literatura, identificou-se que aspectos como forte implicação do Estado e da Sociedade Civil local, dentre outros, foram determinantes para os resultados diferenciados de tal programa no combate à pobreza rural e à insegurança alimentar. Os resultados brasileiros correspondem ao que, há décadas, os programas de Cooperação Internacional  tradicionais almejam promover em outros países em desenvolvimento. Desta forma, espera-se que este trabalho possa contribuir com os debates sobre os direcionamentos das mudanças nos programas de Cooperação Internacional para o Desenvolvimento (CID) no campo do desenvolvimento rural e Segurança Alimentar e Nutricional (SAN).
