The characteristics and potential of this institutional innovation at the local level are described and the scope of the democratic transformations that its implementation has had in the city since the sanction of Ordinance 11.942 is evaluated.   El informe presenta resultados del seguimiento y evaluación de la implementación del Plan de Metas de Gobierno en la Ciudad de Córdoba durante dos gestiones consecutivas 2012-2015 y 2016-2019. Se describen las características y potencialidades de esta innovación institucional en el nivel local y se evalúa el alcance de las transformaciones democráticas que su puesta en marcha ha tenido en la ciudad desde la sanción de la ordenanza 11.942.
