Today sovereign states of the world face the multiple challenges of global warming and sustainable economic development and this fact implies accepting a new role for the state in the economy and in society, as well as developing new forms of government designed to find concrete answers to the great diversity of problems originated as a result of climate change. The State nature and its actions as to the provision of certain global public goods such as energy efficiency, energy security and sustainable development give rise to the existence of new business models such as markets of goods and services of energy efficiency and renewable energy and to a growing number of institutions and actors in the energy market. This situation is evidenced in a process of transnational energy governance characterized by its heterogeneity and institutional and political fragmentation. In this perspective, this work aims to identify the role of the state in the provision of public energy goods, it also pretends to provide an introduction to the topic of transnational energy governance and specifically it develops the governance of energy efficiency regarding characteristics, objectives, dimensions and an application case on citizen participation in Energy Efficiency Programs based on the Aarhus Agreement. Conclusions show that public policies should aim to manage efficiently and equitably the complex consequences of climate change by establishing mechanisms and institutional arrangements in order to develop a solid and democratic system of energy efficiency governance that allows energy transition to be led towards investment, production and consumption models sustainable in the long term.

La humanidad y el planeta Tierra se encuentran expuestos a la mayor amenaza que pueda existir en la historia económica y social mundial, el Cambio Climático. Para los Estados soberanos del mundo, afrontar los múltiples desafíos del calentamiento global y el desarrollo económico sustentable, implica aceptar un nuevo rol del Estado en la economía y la sociedad, así como también, desarrollar nuevas formas de gobierno que permitan encontrar respuestas concretas a la gran diversidad de problemas que se originan como consecuencia del cambio climático.   La naturaleza y accionar del Estado en la provisión de algunos bienes públicos globales como la eficiencia energética, la seguridad energética y el desarrollo sostenible, dan origen a la existencia de nuevos modelos de negocios, como los mercados de bienes y servicios de la eficiencia energética y las energías renovables, y a un número creciente de instituciones y actores en los mercados energéticos. Esta situación, se manifiesta en un proceso de gobernanza transnacional de la energía que se caracteriza por su heterogeneidad y fragmentación institucional y política.   En esta perspectiva, el presente trabajo pretende identificar el rol del Estado en la provisión de bienes públicos energéticos, brindar una introducción a la temática sobre la gobernanza transnacional de la energía y puntualmente desarrollar la gobernanza de la eficiencia energética en lo que respecta a características, objetivos, dimensiones, y un caso de aplicación sobre participación ciudadana en Programas de Eficiencia Energética basado en el Convenio de Aarhus.   Las conclusiones demuestran, que las políticas públicas deberían orientarse a gestionar eficiente y equitativamente las consecuencias complejas del cambio climático, estableciendo mecanismos y arreglos institucionales, con el objeto de desarrollar un sistema sólido y democrático de gobernanza de la eficiencia energética, que permita conducir la transición energética hacia modelos de inversión, producción y consumo que sean sostenibles a largo plazo.
