Since the first decade of 2000, research in this field attempts to understand how science, technology and innovation (STI) activities can contribute in a direct way to the reversal of poverty and inequality in peripheral countries. In Latin America these issues have been mobilized by some representatives of the academic, governmental and social spheres who do not agree with the neoliberal orientation given to STI activities, which binds them, above all, to the productivity, competitiveness and economical growth of the market model. Thus, the configuration of the field which we denominate science, technology and innovation for social inclusion has been expressed as much in theoretic discussion as in the scope of science, technology and innovation policies. This paper addresses this phenomenon based on the theoretical and methodological approach of Policy Analysis, focusing the review on the experiences of STI for social inclusion policies that have taken place in Argentina, Brazil and Uruguay between 2004 and 2016. The analytical exercise seeks to explain the context of problematization that gives birth to these trends within the Latin-American STI policy, as well as to explain why these trends have been translated into public policy interventions of marginal character and of negligible influence facing the hegemonic paradigm of PCTI. Este trabajo se enmarca en un nuevo campo problemático para las relaciones entre ciencia, tecnología y sociedad que, desde la primera década de 2000, busca comprender cómo la ciencia, tecnología e innovación (CTI) puede contribuir de manera directa a revertir la pobreza y desigualdad en países periféricos. En América Latina estas preocupaciones han sido movilizadas por algunos representantes de las esferas académica, gubernamental y social inconformes con la orientación neoliberal dada a estas actividades y que las vincula, sobre todo, con las exigencias de productividad, competitividad y crecimiento económico del modelo de mercado. Así, la configuración del campo al que denominamos ciencia, tecnología e innovación para la inclusión social,  se ha expresado tanto en el plano de la discusión teórica como en el ámbito de las políticas de ciencia, tecnología e innovación (PCTI). Este artículo aborda tal fenómeno con base en el  enfoque teórico-metodológico del Análisis de Política (Policy Analysis), centrando  el examen en las experiencias de políticas de CTI para la inclusión social que han tenido lugar en Argentina, Brasil y Uruguay entre 2004 y 2016. El ejercicio analítico busca explicar el contexto de problematización que da origen a estas tendencias dentro de la PCTI latinoamericana y explicar porqué se han traducido en intervenciones de política pública de carácter marginal y de escaso influjo frente al paradigma hegemónico de PCTI.
