Through this summary I intend to develop the main concepts related to energy efficiency and to explain the program’s importance and advantages for governments as well as for society as a whole. Once these concepts are clear, I briefly describe the Energy Efficiency Program under analysis. This means considering the objective sought, actors involved, target sectors and Program activities, among others. In this thesis, my general objective is to analyze systemic dynamics of the different public/private participants involved in the Provincial Energy Efficiency Program which applies to Cordoba’s province electrical and industrial sectors. Furthermore, I use the Problem Structuration Methodology, more precisely the Causal Analysis Method to decide about the importance of incentive/disincentives systems in markets where competitiveness is absent and power is concentrated by some sectors. In this case, I emphasize on the delimitation of the stage called “The Formal Problem Formal around the ProPEE Incentive System” describing different reasons for current incentive system’s inconsistencies and how to promote and make more effective the EE program all over the province through industrial sectors. Finally, I develop ten recommendations or modifications to be accomplished regarding public policies in order to progress towards a “Nash efficient equilibrium”, that is to say on the way to Sustainable Economic Development.

El presente trabajo es una síntesis de la Tesis titulada “Eficiencia Energética y Competitividad Industrial: Análisis del Sistema de Incentivos en torno al Programa Provincial Energía Eficiente (ProPEE)” para obtener el grado de Magister en Administración Pública en el Instituto de Investigación y Formación en Administración Pública (IIFAP) de la Universidad Nacional de Córdoba (UNC). A través de esta síntesis pretendo desarrollar los principales conceptos asociados a la eficiencia energética y explicar la importancia y las ventajas de la misma para los gobiernos y la sociedad en su conjunto. Una vez definido estos conceptos, realizo una breve descripción del Programa en Eficiencia Energética analizado, ello implica considerar el objetivo buscado, actores intervinientes, sectores objetivos, actividades que persigue, entre otras. En la tesis mencionada, mi objetivo general es analizar la dinámica sistémica de los diversos participantes públicos-privados que intervienen en el Programa Provincial de Eficiencia Energética aplicado en el Sector Eléctrico e Industrial de la provincia de Córdoba y la importancia del sistema de incentivos/desincentivos en mercados donde existe ausencia de competencia y elevado poder por parte de algunos actores, para ello aplico la Metodología de Estructuración de Problemas, más precisamente el Método de Análisis Causal. En este caso, sólo enfatizo en la delimitación de la etapa denominada “El Problema Formal en torno al sistema de incentivos del ProPEE”; allí describo las diferentes tipos de causas que generan una inconsistencia del sistema de incentivos vigente para promover efectivamente la EE en todo el territorio a través de los sectores industriales. Finalmente, desarrollo diez recomendaciones o cambios que deberían realizarse desde el campo de las políticas públicas con el objeto de fortalecer dicho Programa de EE y avanzar continua y progresivamente hacia un “equilibrio de Nash eficiente”, es decir sobre la senda del Desarrollo Económico Sustentable.
