The overall objective was to establish the relationship between the professionalization levels of the administrative staff in these areas and the effectiveness with which the processes are performed in order to determine whether high levels contributes to improve it. The research was conducted on data collected from 2013 (quantitative information of mistakes committed in the units), 2014 (interviews with the actors involved in the processes) and 2015 (interviews with some of these actors after management changes). A transversal and a longitudinal analysis were made with the collected material. In the first case, units where the processes take place were compared using quantitative and qualitative information. The longitudinal analysis was carried out in the centralizing unit by comparing periods with professional and non professional administrative staff but just with qualitative information. After the analysis of the whole information, a clear conclusion was determined in the case of the transversal analysis and an interpretation of the contributions made by the actors involved in these processes was outlined for the longitudinal one. Also, other findings regarding what was investigated were described and valuable suggestions for the implementation of a new salary payment process were made as a contribution.

El presente trabajo es una breve descripción de la tesis presentada como requisito parcial para optar al título de Magister en Administración Pública (Instituto de Investigación y Formación en Administración Pública – Universidad Nacional de Córdoba) y versa sobre los procesos de liquidación de haberes que se realizan en las áreas Sueldos de las dependencias de la Universidad Nacional de Córdoba (UNC). El objetivo general planteado fue establecer la relación entre el nivel de profesionalización del personal no docente de dichas áreas y el grado de eficacia con el que se realizan los procesos de liquidación de haberes a fin de determinar si altos niveles contribuyen a incrementarla. La investigación se realizó sobre datos correspondientes al año 2013 (información cuantitativa de errores cometidos en las dependencias), 2014 (entrevistas a los actores que intervienen en los procesos) y 2015 (entrevistas realizadas a algunos de dichos actores en virtud de cambios de conducción). Con el material obtenido se efectuaron un análisis transversal y otro longitudinal. En el primer caso, se compararon dependencias en las que se lleva a cabo el proceso para lo cual se utilizó información de carácter cualitativo y cuantitativo. El análisis longitudinal se efectuó en la Dirección centralizadora comparando períodos en los que estuvo integrada por personal profesional y no profesional pero solamente con información de carácter cualitativo.Tras el análisis de la información, se llega a una clara conclusión en el caso del análisis transversal y a una interpretación de los aportes realizados por los distintos actores implicados en los procesos mencionados en el caso del análisis longitudinal. Asimismo, se esbozaron otras conclusiones respecto de lo investigado y se aportaron valiosas sugerencias para la implementación de un nuevo sistema de liquidación de haberes en la UNC.
