Currently, there is a growing scholarly interest in the issues and research emphasize the role of the state in the responsibility of providing solutions through effective public policies (Arriagada, 2006; Guzman, 2001; Incháustegui Romero, 1999; Rodigou, Lopez, 2012). However, studies analyzing these public policies are dissimilar from one to another in terms of conceptual definitions and systematize them. Often they named as gender public policies when in fact they are policies for women and viceversa, and often judgments about the proprieties of the first set out at the expense of the latter. Given this, the objective of this work is to systematize the conceptual frameworks of policy and provide a proposed methodology of analysis. It uses the descriptive comparison to recognize regularities, differences and similarities between the dimensions and categories of the types of policies. A lo largo de las últimas tres décadas en Argentina se fueron implementando políticas públicas estatales para dar respuestas a la problemática de la desigualdad entre mujeres y hombres (Rodigou, López, 2012; Rodríguez Gustá, 2008; Vila, 1987). Actualmente, existe un creciente interés académico sobre la problemática y las investigaciones enfatizan el papel del estado en la responsabilidad de dar soluciones mediante políticas públicas eficaces (Arriagada, 2006; Guzmán, 2001; Incháustegui Romero, 1999; Rodigou, López, 2012). Sin embargo, los trabajos que analizan estas políticas públicas son disímiles entre sí en cuanto a definiciones conceptuales y sistematización de las mismas. Muchas veces se nombran políticas públicas como de género cuando en realidad son políticas para las mujeres y viceversa, y muchas veces se enuncian juicios de valor sobre la conveniencia de las primeras en detrimento de las segundas. Ante esto, el objetivo del presente trabajo es sistematizar los marcos conceptuales de las políticas y brindar una propuesta de metodología de análisis. Se recurre a la comparación descriptiva para reconocer regularidades, diferencias y similitudes entre las dimensiones y categorías de los tipos de políticas.
