In the social, economic and political local context of the last decades, this are provided by the market or by the state, although the most cases the population is self-producing their habitat, consolidating situations of urban informality. What and how is the informal production of habitat? Why is produced and reproduce despite the programs and policies implemented by governments? These are some of the questions that this paper seeks to address. The municipality of Cordoba, Argentina’s second largest city by the number of inhabitants, has an urban population of over 90% and about 7% of the population lives informally. Over the past two decades, governments have implemented mitigation actions towards informality; despite these actions, informality still occurs. Furthermore, it consolidates and it increases it density. Informality is a complex problem and, as such, it responds to multiple factors. This paper approaches an analysis of it in the municipality of Córdoba from the relationship between the land accessibility from formal logic, the forms of urban informality and the housing policies, without affirming that the study of the topic is understood only by these variables. Urban informality is addressed in the municipality of Cordoba, where despite many or few and not very diverse programs implemented as part of housing policy, the problem has not been possible to be reduced. Given this, the underlying assumptions that housing policies are based on formal logics that have little understanding of the ways informal occupation of urban space occurs. La mayor urbanización de la población y la pobreza, han incrementado la demanda por suelo, vivienda y servicios urbanos, los que en el contexto social, económico y político de las últimas décadas, son provistos por el mercado o por el estado, aunque en la mayoría de los casos la población autoproduce su hábitat, consolidando situaciones de informalidad urbana. ¿Qué y cómo es la producción informal del hábitat? Y ¿Por qué se produce y se reproduce a pesar de los programas y políticas ejecutados desde los gobiernos?. Estas son algunas de las preguntas que el presente trabajo propone abordar. El municipio de Córdoba, segunda ciudad de la Argentina en cantidad de habitantes, posee una población urbana que supera el 90% y aproximadamente un 7% de la población habita informalmente. Durante las últimas dos décadas los gobiernos han implementado acciones en pos de mitigar la informalidad, a pesar de las cuales la misma se sigue produciendo y aún más, se consolida y densifica. La informalidad es un problema complejo y como tal responde a múltiples factores. El presente trabajo, aproxima un análisis del mismo, en el municipio de Córdoba, desde la interrelación entre las posibilidades de acceso al suelo desde la lógica formal; las formas de la Informalidad urbana y las Políticas habitacionales, sin afirmar que el estudio del tema se agota en estas variables. Se aborda la informalidad urbana en el municipio de Córdoba, donde a pesar de los muchos o pocos y no muy diversos programas implementados como parte de la política habitacional, no se han alcanzado a mitigar el problema, ante lo que subyase la hipótesis que las mismas se basan en lógicas formales, que poco tienen que ver con los modos de ocupación informal del espacio urbano.
