However, there are differences between the parties concerned. The Alliance proposes developing two systems independent and autonomous, operating in a coordinated way to connect capabilities in missile defense. Russia, however, stresses the need to establish a single European system, which unifies the process of decision making and missile capabilities of both parties. En la Declaración de Lisboa de noviembre de 2010, la Alianza expresó su intención de explorar las posibilidades de cooperación con Rusia en materia de defensa contra misiles y de vincular los sistemas existentes o que se establecieran en el futuro. Sin embargo, existen divergencias entre las partes interesadas. La Alianza propone articular dos canales independientes y autónomos, que funcionen de forma coordinada y conecten capacidades en materia de defensa contra misiles. Rusia, en cambio, insiste en la necesidad de establecer un sistema europeo único, que unifique el proceso de toma de decisiones y las capacidades antimisiles de ambas partes.
