| Sumario: | The problems of representativeness of political institutions and the need to transparent public management have promoted interest in open government experiences. This represents a new governance paradigm based on the principles of transparency, control, participation and innovation. In a complementary way, the intensive uses of Information technology and communications (ICTs) open possibilities both to governments and citizens, to interact reciprocally in relation to the design and implementation of public policies those have a direct impact on the quality of life of the population. This interaction can be more intense and fruitful in medium-sized cities, rather than in large cities because of their size and the proximity between government, social and citizen organizations. This text analyzes the theoretical assumptions that are based on the local open government relating it to the potential that ICT offers for a municipal management of intermediate cities that is effective, participatory and transparent. |
