This represents a new governance paradigm based on the principles of transparency, control, participation and innovation. In a complementary way, the intensive uses of Information technology and communications (ICTs) open possibilities both to governments and citizens, to interact reciprocally in relation to the design and implementation of public policies those have a direct impact on the quality of life of the population. This interaction can be more intense and fruitful in medium-sized cities, rather than in large cities because of their size and the proximity between government, social and citizen organizations. This text analyzes the theoretical assumptions that are based on the local open government relating it to the potential that ICT offers for a municipal management of intermediate cities that is effective, participatory and transparent. Los problemas de representatividad de las instituciones políticas y la necesidad de transparentar la gestión pública han impulsado el interés por las experiencias de Gobierno Abierto. Éste representa un nuevo paradigma de gobernanza basado en los principios de transparencia, control, participación e innovación. En forma complementaria, los usos intensivos de las Tecnologías de la información y las comunicaciones (TIC) abren posibilidades tanto a los gobiernos como a los ciudadanos para interactuar recíprocamente en relación al diseño y ejecución de las políticas públicas que tengan un impacto directo en la calidad de vida de la población. Esta interacción puede ser más intensa y fructífera en las ciudades de tamaño medio, más que en las grandes urbesen razón de su tamaño y la cercanía entre gobierno, organizaciones sociales y ciudadanos. En este texto se analizan los supuestos teóricos que fundamentan el Gobierno Abierto Local relacionándolo con las potencialidades que ofrecen las TIC para una gestión municipal de las ciudades intermedias que sea eficaz, participativa y transparente.
