That is why we conceive of the federation, rather than as a technique of territorial decentralization of power, as a way of relating between diverse communities, as a community of communities or, resorting to the terminologyused by the jurisprudence of the Supreme Court of Justice of the Nation, as “a cultural system of coexistence”. The work covers the Argentine federal process of agreement, in the regulations of the Argentine Constitutional Law and in its jurisprudential dimension. La concertación es inherente a la noción misma de federalismo que, como bien se sabe, proviene de la voz latina foedus-ederis que significa pacto, alianza o unión. Por eso concebimos a la federación, antes que como una técnica de descentralización territorial del poder, como un modo de relación entre diversas comunidades, como una comunidad de comunidades o, recurriendo a la terminología utilizada por la jurisprudencia de la Corte Suprema de Justicia de la Nación, como “un sistema cultural de convivencia”. El trabajo recorre el proceso federal argentino de concertación, en la normativa del Derecho Constitucional Argentino y en su dimensión jurisprudencial.
