On the one hand, the emergence of a modern and complex multilevelgovernment and, on the other, the consolidation of a federalism of cooperative bases with renewed purposes and instruments of territory government. From the constitutionalreading it follows that Argentine federalism has a remarkable correspondence with thecurrent global trends, pending, over time, the challenge of bringing these definitions toeveryday reality. Among the main outstanding debts, we recognize the absence of afederal fiscal pact and the lack of institutionalization of multiple formats ofintergovernmental relations (RIGs) that characterize all modern federalism, and giverise to the interests and looks of all the actors involved. The main objective of this workis to analyze the existing RIGs between the Argentine provinces and municipalities infiscal matters, inquiring about the norms, institutions and processes that mediate saidrelationship, their level of institutionalization and development, and eventually, if theycomply with their purposes or are supplanted by other types of informal mechanisms. A partir de la reforma constitucional argentina del año 1994 surgen dos ideasmuy poderosas. Por un lado, la emergencia de un gobierno multinivel moderno y complejo,y por el otro, la consolidación de un federalismo de bases cooperativas con renovadosfines e instrumentos de gobierno del territorio. De la lectura constitucional se desprendeque el federalismo argentino tiene una notable correspondencia con las actuales tendenciasglobales, quedando pendiente, con el paso del tiempo, el desafío de llevar estasdefiniciones a la realidad cotidiana. Entre las principales deudas pendientes, reconocemosla ausencia de un pacto fiscal federal y la falta de institucionalización de múltiples formatosde relaciones intergubernamentales (RIGs) que caracterizan a todo federalismo moderno,y dan cauce a los intereses y miradas de todos los actores implicados. El principal objetivode este trabajo es analizar las RIGs existentes entre las provincias y municipios argentinosen materia fiscal, indagando acerca de las normas, instituciones y procesos que mediandicha relación, su nivel de institucionalización y desarrollo, y eventualmente, si las mismascumplen sus finalidades o son suplantadas por otro tipo de mecanismos informales.
