Refiere los documentos internacionales que fijan el límite entre los dos países y se detiene en la colocación de un hito intermedio en el tramo limítrofe comprendido entre Peña Orco y Cerro Mecoya, cuestionado por los pobladores del Abra de Santa Cruz. Toma posición en torno a la más adecuada solución al problema.
