Sumario:Technology entrepreneurship is directly associated to innovation and also to economic development. Because of the relevance of these two activities to the economy, several governments establish policies to promote them, such as the design and construction of Technology Parks and Business Incubators. However, given the level of maturity of Innovation Systems in different countries, the policies differ with regard to quality and diversification. Furthermore, the regional differences of a country also affect these policies. Based on these ideas, we aim to identify obstacles that states face to guarantee the success of entrepreneurial policies to promote socioeconomic development and toraise innovation activities. To achieve this goal, we have chosen to analyze Technology Parks and Business Incubators in Brazil, and interviewed three experts on these innovative environments. The results found are: i) the structural instability in the economy and weakness of the private sector; ii) the government failures; and iii) the limits of governance to the management of innovation environments at public universities.
