Fue un doble perfeccionamiento del derecho de ciudad, que se operó conjunta y armónicamente, sufriendo el empuje de causas, en parte, semejantes y, en parte, diversas. Investiguemos, pues, en que forma surge y se desenvuelve en Roma el Jus Gentium.
