| Sumario: | The present work was offered to us by its author during our visit to the Universidad de la Plata, in the middle of last year. At that time, the law creating the Embassy in the United States had not been discussed in the H. Congress. As Dr. Sarmiento Laspiur performs the functions of Legal Advisor of the Ministry of Foreign Affairs, he understood that it was not the opportunity then to publish personal opinions of the officials of that Department of State. Now that the issue has been resolved, his study has only a scientific value and effectively completes the doctrine set forth on that occasion. |
