As Dr. Sarmiento Laspiur performs the functions of Legal Advisor of the Ministry of Foreign Affairs, he understood that it was not the opportunity then to publish personal opinions of the officials of that Department of State. Now that the issue has been resolved, his study has only a scientific value and effectively completes the doctrine set forth on that occasion. El presente trabajo nos fué ofrecido por su autor durante nuestra visita a la Universidad de la Plata, a mediados del año próximo pasado. En aquella época no se había discutido en el H. Congreso la ley creando la Embajada en Estados Unidos. Como el Dr. Sarmiento Laspiur desempeña las funciones de Asesor Letrado del Ministerio de R.Exteriores, entendía que no era la oportunidad entonces de publicar opiniones personales de los funcionarios de aquel Departamentode Estado. Hoy que la cuestión está resuelta, su estudio sólo tiene un valor científico y viene a completar eficazmente la doctrina expuesta en aquella oportunidad.
