Sumario:In this first approach to the problem of the political identities that were constructed in the context of the war of independence and the internal struggles for power -which influenced the construction of the state and the determination of territorial borders- it is necessary to observe the social conflicts, economic interests and local political positions in the context of the war of independence in South America. We are interested in analyzing the resolution of the territorial problem in a space far from the old viceregal capitals which, in spite of everything and more theoretically than practically, tried to continue exercising a leading role. The relations with Upper Peru are thus a nodal problem because it remained under the military jurisdiction of the Colombian army that advanced from the north and that recognized the legality of the belonging of this territory to the Río de la Plata.
