Un análisis a partir del caso ENTel durante la transición democrática argentina (1983-1989) Gerchunoff, Santiago Democratic transition State capacities Public enterprise ENTel Transición democrática Capacidades estatales Empresas públicas ENTel During the Alfonsín administration, a decisive event in Argentine economic and political history took place, which has not been analyzed much in the specialized literature: the rupture of a long-standing and extensive consensus regarding the entrepreneurial State in general and public utilities in particular. Among the structural and conjunctural factors that influenced its consummation, the deepening of the crisis n the state system associated with public enterprises was a central aspect. If ENTel embodied part of the government's promise to virtuously recompose the presence of the State, its failed deployment gave the efficiency-based criticisms ever greater spaces of reproduction before the hyperinflationary outbreak. We focus here on a key aspect of this process: the state's ability to articulate and discipline sectoral interests and corporate, business and union demands, to formulate and implement its specific objectives with relative autonomy. Durante el gobierno de Alfonsín se produce un hecho decisivo en la historia económica y política argentina, llamativamente poco analizado en la literatura especializada: la ruptura de un antiguo y extenso consenso en torno al Estado empresario en general y las empresas de servicios públicos en particular. Entre los factores estructurales y coyunturales que incidieron en su consumación, la profundización de la crisis en el sistema estatal asociado a las empresas públicas fue un aspecto central. Si ENTel encarnó parte de la promesa gubernamental por recomponer virtuosamente la presencia del Estado, su despliegue fallido otorgó a las críticas eficientistas espacios de reproducción cada vez mayores antes del estallido hiperinflacionario. Nos centramos aquí en un aspecto clave de este proceso: la capacidad estatal de articular y disciplinar intereses sectoriales y demandas corporativas, empresariales y sindicales, de formular e implementar sus objetivos específicos con relativa autonomía.
