Sumario:This paper explores the problematical inscription of order and security police within the legal frame in the historical construction of constitutional and democratic mass regimes. This politico-juridical issue, which has been highlighted by European historiography, becomes particularly relevant in our case in the context of the socioeconomic changes and political challenges that marked the transit from the 19th century to the Centenary. We pose here a preliminary approach focusing the discursive fabric that accompanied the expectations of Cordoban oligarchic elites for modernizing, professionalizing and legally framing the orbit of the institution. Governmental messages and reports, police regulations, and the first doctoral thesis on the theme allow the reconstruction of a repertoire of convergent statements that, articulating local diagnosis, doctrinaire references and European institutional models on the nature, role and attributions of the police, contributed to configure it as a “sui generis” institution endowed with discretional faculties, in tension with the premises of the rule of law.
