This politico-juridical issue, which has been highlighted by European historiography, becomes particularly relevant in our case in the context of the socioeconomic changes and political challenges that marked the transit from the 19th century to the Centenary. We pose here a preliminary approach focusing the discursive fabric that accompanied the expectations of Cordoban oligarchic elites for modernizing, professionalizing and legally framing the orbit of the institution. Governmental messages and reports, police regulations, and the first doctoral thesis on the theme allow the reconstruction of a repertoire of convergent statements that, articulating local diagnosis, doctrinaire references and European institutional models on the nature, role and attributions of the police, contributed to configure it as a “sui generis” institution endowed with discretional faculties, in tension with the premises of the rule of law. Este artículo explora la problemática inscripción de la policía de orden y seguridad dentro del marco del Derecho en la construcción histórica de los regímenes constitucionales y democráticos de masas. Tal cuestión político-jurídica, que ha sido destacada por la historiografía europea, en nuestro caso se revela particularmente relevante en el contexto de cambios socio-económicos y desafíos políticos que marcaron el tránsito del siglo XIX al Centenario. Aquí se expone una aproximación preliminar, focalizando sobre el entramado discursivo que acompañó las expectativas de las elites oligárquicas cordobesas por modernizar, profesionalizar y encuadrar legalmente la órbita de dicha institución. A partir de mensajes y memorias gubernamentales, de normativas policiales y de las primeras tesis doctorales dedicadas al tema en la Facultad de Derecho, se reconstruye un repertorio de enunciaciones convergentes, que articulando diagnósticos locales, referencias doctrinarias y modelos institucionales europeos sobre la naturaleza, rol y atribuciones de la policía  fueron asumiéndola como la institución “sui generis”, dotada de facultades discrecionales en tensión con las premisas del Estado de Derecho.
