| Sumario: | This paper aims to examine the military policy undertaken during the administrations of Adolfo Alsina and Julio Roca at the head of the Ministry of War and Navy. The official provisions produced by the national government in both periods are explored and the responses generated in some sectors of the political opposition where the mission entrusted to the National Guard during the advance of the frontier between 1874 and 1880 is questioned. The functions associated with the subaltern members of the armed forces and their relationship with the idea of armed citizenship are analyzed from the study of the mobilization of the national guards carried out from the state military policy. |
