The official provisions produced by the national government in both periods are explored and the responses generated in some sectors of the political opposition where the mission entrusted to the National Guard during the advance of the frontier between 1874 and 1880 is questioned. The functions associated with the subaltern members of the armed forces and their relationship with the idea of armed citizenship are analyzed from the study of the mobilization of the national guards carried out from the state military policy. Este trabajo se propone examinar la política militar emprendida durante las gestiones de Adolfo Alsina y Julio Roca al frente del Ministerio de Guerra y Marina. Se exploran las disposiciones oficiales que produce el gobierno nacional en ambos mandatos y las respuestas que generaron en algunos sectores de la oposición política donde se cuestiona la misión encomendada a la Guardia Nacional durante el avance de la frontera entre 1874 y 1880. Se analizan las funciones asociadas con los miembros subalternos de las fuerzas armadas y su relación con la idea de ciudadanía armada a partir del estudio de la movilización de los guardias nacionales llevada a cabo desde la política militar estatal.
