Neoliberalism has been evolving in the world for morethan eighty years; During this time, it has deployed its postulates in various forms of territorialization. Cities have represented a privileged scale for its reproduction. It is proposed in this article to make an extract of its postulates and historical evolution basedon a bibliographic review. It is complemented by the analysis of the instruments for applying neoliberal urban policies: “a new generation of urban codes” and “urban agreements”. Comparative studies are collected from the cities of Buenos Aires,Córdoba and Rosario in Argentina between 2012 and 2022. The new codes and urban planning agreements are constituted as urban management instruments that articulate specific arrangements established between development companies and the citygovernment. The objective is to observe the impact of this instrument between the years 2012-2022, and its implementation in these three cities in relation to social conflict. Finally, it is concluded that the territorialization of the neoliberal city through thisinstrument has led to channeling a strong flow of capital from other formal and informal sectors of the economy; and on the other hand to the establishment of exclusive highend territories within the cities; generating more inequality, fragmentation due toaccumulation of exceptions, since these agreements are approved under a tax collection logic, with strong social segregation, and territorial imbalances. It has accentuated conflict between neighbors, where the unequal territorialization of neoliberal projects ismanifested, characterized by their variable, multi-scalar and interconnected geographic matrix.

Luego del resultado de las PASO 1 El 13 de agosto de 2023 en Argentina la fuerza más votada en la figura de Javier Milei, abre la posibilidad del retorno del neoliberalismo al gobierno y se hace oportuna una revisión. El neoliberalismo tiene másde ochenta años de evolución en el mundo; en este tiempo, ha desplegado sus postulados en diversas formas de territorialización. Las ciudades han representado una escala privilegiada para su reproducción. Se propone en este artículo hacer un extractode sus postulados y evolución histórica a partir de una revisión bibliográfica. La misma se complementa con el análisis de los instrumentos de aplicación de políticas urbanas neoliberales: “una nueva generación de códigos urbanísticos” y “los conveniosurbanísticos”. Se recogen estudios comparativos de las ciudades de Buenos Aires, Córdoba y Rosario en Argentina entre 2012 y 2022. Los nuevos códigos, y los convenios urbanísticos, se constituyen como instrumentos de gestión urbana que articula arreglosespecíficos establecidos entre las empresas desarrollistas y el gobierno de la ciudad. El objetivo es observar el impacto de este instrumento entre los años 2012-2022, y su implementación en estas tres ciudades en relación con el conflicto social. Finalmente,se concluye que la territorialización de la ciudad neoliberal a través de este instrumento, ha conducido a canalizar un fuerte flujo de capitales provenientes de otros sectores formales e informales de la economía; y por otra parte al establecimiento de territoriosexclusivos de alta gama dentro de las ciudades; generando más desigualdad, fragmentación por acumulación de excepciones, ya que estos convenios se aprueban bajo una lógica recaudatoria, con fuerte segregación social, y desequilibrios territoriales.Ha acentuado la conflictividad entre vecinos, donde se manifiesta la desigual territorialización de los proyectos neoliberales, caracterizado por su matriz geográfico variable, multiescalar e interconectada.  Facultad de Filosofía y Humanidades.
