This article aims at: 1) Explaining the theoretical and political assumptions, from the relational approach of the State or partner – central, deliberative democracy and with citizen participation; as a result, new regulations were created as citizen practices of self-legislation Habermas (1994), which transform the reproductive conditions of the population and the ways in which spaces are created; 2) Characterizing the implemented and evaluated methodology in the territorial planning processes (workshops, citizen consultations, regional assemblies, regulation council, etc.); 3) Assess the results, focusing on the innovative elements in the regulation of space and the environment (eco village, mountain style, mixed land uses and zones, growth limits, native forest factor in all areas, water emergency, among others). La presente ponencia es producto de los procesos de planeación y ordenamiento territorial multiactoral, llevados a cabo en el Municipio de San Marcos Sierras Provincia de Córdoba en el periodo 2009 – 2015, en el marco de las prácticas extensionistas de la Escuela de Trabajo Social de la Universidad Nacional de Córdoba. Y se centrará en tres puntos: 1) Explicitar los supuestos teóricos y políticos, desde el enfoque relacional del Estado o socio –céntrico, de democracia deliberativa y de participación  ciudadana. Como resultado se crearon nuevas normativas como prácticas ciudadanas de autolegislación Habermas (1999),  que transforman las condiciones de reproducción de la población y de las formas de creación del espacio. 2) Caracterizar la metodología implementada y evaluada de los procesos de planeación territorial (talleres, consultas ciudadanas, asambleas zonales, consejo de ordenamiento etc.), 3) Valorar los resultados, recuperando los elementos innovadores en la regulación del espacio y el ambiente (perfil de eco pueblo, estilo serrano, zonas y mixtura de usos del suelo, límites de crecimiento, factor monte nativo en todas las zonas, emergencia hídrica, entre otros).
