| Sumario: | The implementation of Open Access (OA) to scientific data in recent years has shown an important advance, due to the legal impetus and initiatives of organizations linked to higher education and other academic institutions. The common interests that provoke them start from a social scenario where it is necessary to identify and characterize those actors involved in the practice of communicating science.
The research work applied in the first instance, the bibliographic review on background and legal aspects and on the other hand, the technique of mapping actors to distinguish the members of The Reference, concluding with a graphic representation that gives account of the links generated in this group as well as advances and stagnations regarding the visibility of scientific production financed by government agencies.
It is concluded that the member countries of La Referencia share common interests regarding the necessary visibility of science, being demonstrated in the various activities promoting OA. And on the other hand, the process of growth of the actors does not share the same dynamic, due to the existence and disparity of times of implementation of policies intended for this purpose. |
