Ledesma, Nadia Soledad State rights law Santiago del Estero Childhood institutionalization Estado derechos ley Santiago del Estero infancias institucionalización The main objective of this article is to reflect on children's rights as a public matter. To do this, I analyze the state intervention in situations where children and/or adolescents – here in after NNA - must be separated from their families, based on a case study in relation to a group of siblings who were intermittently housed in the Eva Perón Home of Protection of Children of Santiago del Estero, during the period 2003-2013. I will place special emphasis on state intervention regarding the right of children and adolescents to be heard and have their opinions taken into account in matters that involve them. Likewise, I will put into tension public policies such as laws aimed at children, the debts that they still have to position children's rights as public issues and fully guarantee them in contexts of inequality and poverty.
